Not getting bubbles in my hot tub

Sometime back, I posted a question here about not getting bubbles in my hot tub. While I got some good directions, unfortunately, I put that issue aside and didn't work on it. I'm back on the task and trying again. I have a 2008 6 person Maxxus Sundance. When I push the button that is supposed to give bubbles, I hear something like a motor making a sound, but no bubbles. (sometimes I get 2-3 bubbles, then nothing).

Today I took the panels off to see if I could determine the problem. Previously, people had suggested the intake was clogged. I'm not sure I can tell where the intake is supposed to be. I took a pictures (see attached) of what I think is the blower/intake. It has a piece of PVC going into it and the bottom seems to go to the bottom of the hot tub. I did not remove the panel right at the mystery piece because it is about 6 inches from a wall and it will be nearly impossible to get to it.

Is this a blower for air? Is the PVC an air intake? I'm also attaching a snippit from the owner's manual that shows the pumps. The part in the picture is right behind pump #3. Any suggestions for getting to this part?

That is the blower. It is attached to the pipe by a hose clamp or screw through the side of the coupler. Remove it and test, if it's blowing strong it's a blockage in the pipe, possibly a sticky check valve or separated fitting. If it's weak it's in the motor (blocked or loose impeller, bearings, etc) or controls (blower triac, voltage drop).
