No power to SWG - Aqualink

Jandy Aqualink Purelink unit, no DC power at the cable from the PIB. Error 123. Checked connections, no corrosion. Tested Transformer - all checks in limits:
- 75 VAC test points = 83.6 VAC
- 65 VAC test points = 72.1 VAC
- 19 VAC test points = 21.1 VAC

PID DC checks:
- +12V DC test points = 11.93 VDC
- +5V DC test points = 5.0 VDC
- +24V DC test points = 24.9 VDC

Transformer checks good, seems like the PID is converting the power to DC as it should, but no output to the SWG cable:
0 VDC at the pigtail connection to the SWG cord
120 mV DC test points = 1.1 mV DC

Hard to tell, but looks to me like the relay is not pulling in that feeds the 24VDC to the cable connections. Was unable to see or hear it actuate when the controller confirmed flow. How common a problem has that been? Not thrilled about swapping out an otherwise functioning PID for a few dollar relay, if that is really the problem.

Any other suggestions on what to test or where to look?
 
Replaced the PID board, no change in values on any test points. Submitted warranty claim for SWG, which is only 2 years old.

Question - if the SWG is bad, will the voltage at the cable feeding the unit be zero or near zero, which is what I am seeing? Assuming the resistance is zero or near zero, the Voltage in the circuit would be zero or near zero. Is this what occurs when an SWG is bad - resistance goes to zero?
