No jets in new inground pool just pvc holes?

Is this stuff on the surface or the pool floor? If it is on the surface, yes, the surface flow can make a difference. If it is on the bottom, a floor cleaner should be used.
 
You might try gluing a 1.5" pipe to the inside of the 2". It should fix inside but would have a .05" gap around the edge. That could be filled with epoxy.

So... I'm still confused as to what the PB was trying to accomplish running 2" lines all the way to eyeball jets...Was he thinking better flow? The jets act as Venturi's to help "squirt" the water and eyeballs are so you can aim them. hydraulically they also create some pressure in the line. Imagine a sprinkler system with no sprinkler heads.. all the water would come out the first several risers in the line, and there would be no pressure further down the line. I'm sure that it what was going on in your pool returns as well.
