Okay, usually those are "loaded" with CYA, simply meaning the chlorine "santitizer" gets used up, but the CYA builds up (doesn't go away).

So you're first step is to get the PH up, but you really need to replace (through water exchange) some (up to half at least) to get your CYA down

I thought I filled it out. I would use my garden hose to fill. Is that a bad idea?

Thank you for the signature. And the garden hose is fine.

With a vinyl pool and the amount of water you need to replace, doing a drain down to about 12" of water remaining in the shallow end and then refilling with fresh water would be the best way. You need a way to drain off the water, such as a sump pump. In most areas, you can rent a sump pump from Home Depot with the hoses needed. Or you can buy a lower power one and use that.

Is the pool water or the hose water colder?
If hose is cold, put it in the deep end and drain pump off the shallow end
If hose is warmer, put hose in shallow end and drain pump in deep end

So you feel it’s sufficient to Drain to 12”and that would be enough for my cya 120. And then fill up afterwards. And no need to worry about the vinyl
Pool structure. I will find out about the water table here.

Draining that amount wont be half the pool though.
