New spa install jet question

Hi all! I have just had a new spa/pool built and noticed one of the jets is very weak, the others all push very strong, PB said this is typical, but I can’t help but think something is wrong w the jet? It was not working at first and now has a very weak stream…
 
Very possible it has an obstruction, this is very common in new construction within a few weeks of being filled with water and the system running. During the plaster application it easy to get some product into the pipes and works it way to the return lines.
The spa jets are typically built in a looped system so every jet has the same volume of water and pressure to keep each equal.
The jets are designed to be taken apart and cleaned so this would be an easy process to correct.
