New spa fill bromide

i have a 525 gallon in ground spa separate from my IG pool. I added 2 oz of bromide to start and when i tested it had a zero reading. Do i have some kind of bacteria? I added a 2 more oz tested again after 15 minutes and still no Br reading. what is my next step?

i did read that already but i guess i didn't understand step 4. I need to activate the bromine by shocking with chlorine? Since i added 2x as much as the manufacturer says, do i just wait until the levels are within desired amount or do i need to drain and start over.

Yes. Add chlorine to create bromine.
I don't think the 2x bromide you added is a problem.
