Did I miss the part where you said you had an in-floor cleaning system??? See this for starters... Paramount Water Valve 6-Port Gear Module

I guess that's what i have! Looks like I have fixed Paramount nozzles. This whole time I thought they were just regular floor returns.... Could this be my whole issue? I've never dealt with anything like this before. What should I do? Open it up? Is it worth fixing?

I am not even close to being an in-floor cleaning expert... I suggest you look at the link I provided.. I think it is to a kit of parts for your system. It should give you an idea of what you have.

If this were my pool, I would at least pop the lid and see what is in there... Basically, the heads pop up a few at a time and some mechanism rotates which heads are up and which are not. Since I am not a fan of in-floor systems, I would see if it was possible to disable the pop ups and just have return water flowing out of all of them at the same time. I have a Robot I use for cleaning...

On the other hand, if you think you might like the in-floor system, then you might want to see what it would take to bring it back to life. For all I know it might be working right now, but we did not even realize it was there... :p

How can you tell you have "fixed" heads??? They visually look the same to me..

I have a robot as well. I'm going to open it up today and go from there. That would make sense why they go on and off and not work. If it's rotating and then stopping or the gears are broken it makes sense. I'll post pictures on what it looks like in there. Hopefully I can bypass it and just get everything flowing as I feel that is a better option.

I am pretty sure all your stopping and starting is because of your new "find"...

There are wall returns.... They are oddly placed. My guess is they work in coordination with the floors. I should be back home in an hour to start working on it. I'm hoping I can just take the module out and have everything on at once
 
Got it apart... When I turn it manually it turns no problem...I can remove the module and run the pool....I get water out of the returns now! Just not allot of pressure... I'm heading in the right direction though. I'm guessing the module keeps the psi out to the returns.

From a circulation point of view, you don't really need much pressure... With the module removed, what is your filter pressure? My guess is that it dropped way down...

Keep in mind high filter pressure is bad, because it means the flow of water is restricted.. My filter pressure is only about 2 or 3 lbs...

Looks like you are on the right track...

In my old pool the returns churned the water back to the skimmer.... The pool is screened in and there's "stuff" all over the surface. I need to adjust the returns I think.
It turns out there's a on and off switch on top of the canister of the Paramount. I messed with it and didn't do anything. Turns out the screw was loose and not really turning the lever inside. I fixed that and the module works just fine now. It rotates between all the different returns

Just a quick update! Pool is working 100% now. The Paramount valve seems to be more of a hindrance than anything. It needs higher pressure to work so when I run the pump at low RPMs the pop up valves don't really work and I still don't get return water. I'm thinking my best option is to completely removed the Paramount valve and canister. Replumb it so water flows through all of the returns at the same time. This valve system wasn't designed with a VSP in mind and that's for sure. I figure if I have all of the returns plumbed I will at least get water flow out of the wall returns when there's not enough pressure to pop the floor valves up
 
Sounds like one (or more) of the pipes in that 7 pipe thing is clogged and when it rotates and hits that one, your filter pressure rises since the water has no place to go. Could be plugged with rocks since you've seen them from time to time in various places. I would try to totally bypass that thing and see where you are.
