New pool owner in Dallas. I could use all the help you want to offer. Not a salt water pool due to City Code and vegetation.
Basic first question- how many hours each day should the pool pump run and during what hours ?

Your pump needs to run however long you like to effectively skim your pool, remove particulates, run your pool cleaner & heat or cool your pool to your liking & also distribute chemicals.
Most chemicals can be evenly distributed within 30 minutes or so.
What kind of pump are we discussing? (Single speed, 2 speed, or variable speed)
How do you chlorinate your pool?

There's one I don't recall hearing before. That makes no sense. You're positive about that huh? This restriction is in writing somewhere? We have tons of salt pool members in the DFW area. @Jimrahbe you heard about this in your area by chance?

By the way, welcome to TFP!

ask for citation of rule because it sounds like someone is wanting to sell you "chemicals and or service" that cost many times a SWG.
Vegetation issue?? I would not think so since you don't pump out much in the fall for weatherization. So no to vegetation problems as well.
