New pool help

I have a new plaster pool. I had fiberglass in the past. Its been installed for about 2 weeks and the pool builder is still handling the chemicals. I noticed it was cloudy today and checked the CYA and chlorine. Both were zero. Is it ok to add stabilizer and bring the chlorine to 5 ppm while the acid wash start up is occurring? I believe that process occurs over the first 30 days but I’m not sure

That's not good and certainly could be the start of algae. They should've added stabilizer and chlorine after day 3. I would speak to the builder about this because you can't do a SLAM Process to treat algae until after at least 30 days.

Can i brush the walls each day at this point? I know that can help abate algae

Absolutely. Brushing the pool is a normal part of the pool start-up process.
