Can anyone shed light on what might be causing these rust stains on the exterior of my newish pool? There are at least 5.

That looks like rebar poking close to the surface. I wonder if a strong magnet would stick to confirm? Can you post another pic further back so we can see everything better.

Yikes. Not impossible to fix though. Your builder should have a good plan to address those. If it is rebar as I suspect, open the area around each stain, cut some of the rebar back, then resurface and paint.
I’m glad there is a fix. We are in the litigation stage with our builder, so I will have to add this to the list. Sigh.
