New liner + new water

Just refilled the pool with 21,300 gals of city water after replacing the vinyl liner
Ph = 7.3 to 7.4
TA = 150
CYA = 0
FC = 1ppm
CC = 0.5ppm

I'm thinking my targets would be..
reduce TA to 90 (add 1 gal of 14% muriatic acid + aerate, repeat until reaching 90)
increase CYA to 40 (add 2.3 gal of liquid cya)
increase FC to 4 (add 0.9 gal of 10% liquid chlorine)

Can someone tell me if I'm in the right path ?
What is the sequence to add/adjust the chemicals ?

The liner guy gave a bag of conditioner to be added. It doesnt have a brand name or quantity written anywhere so I haven't added anything yet.

Definitely add the stabilizer/conditioner and maintain a good FC as noted on the FC/CYA Levels. I wouldn't add that much acid right now with the pH already on the low side. Let the pH rise to about 7.8 before knocking it back down to about 7.2. Each time you do that it will lower the TA a little. Don't worry too much about a TA over 100 as long as the pH isn't climbing really fast. You have lots of flexibility with the TA. Biggest focus is increasing the CYA and monitoring the FC and pH.
