New HF400 Hayward heater not lighting- There's 2 pressure regulators?

I'm visiting family in Florida and checking out their brand new pool build. The HF400 heater won't fire (IF error code, ignition failure). It's plumbed to city natural gas and has 2 regulators on the new line- one at the meter, the other at the heater. They're both NGR02 regulators with stickers saying "Green spring" and "1/2 inch orifice".

I ran through the Hayward troubleshooting list and it looks like everything is working down to checking for proper gas pressure. I don't have a Manometer on me. I did verify the ignitor glows red and I can feel the gas valve clicking when it tries to cycle.

I guess there's not much I can do, but we have a house full of kids and the water is 64 degrees, so they're not having fun. Maybe there's a magic trick I'm not thinking about....
 
If the heater has never fired up you can have air in the gas line that needs to be purged. It can take 20 or more tries at starting before the air is pushed out and gas reaches the gas valve.

Do you smell any gas when it tries to light?
