Are there recommendations or calculators to determine durations and rpm speeds for the timers on my Hayward Maxflo VS pump?

Me? Run it as long as needed to keep the surface clean and the FC where you want it. It will change due to weather and temps so keep good logs so you can see what happens when it rains, is sunny, has a large swimmer load, etc.

Any thoughts on what RPM to run while clearing up water in brand new pool? As of last night, I set to run 24-7 at 1700 rpm.
Ahhhhhhhhh in that case I would have ramp it up some to help the get stuff to the filter faster. Maybe mid speed. Good idea on the 24/7!
