Just run your pump 24/7 on low speed with schedule "ramp ups" or run the dosing system off of a separate timer. Your idea would work, I'd probably just spend a little extra and run 14.5% acid doing it that way. Someone was saying home depot has gotten rid of/is getting rid of the 31.45% acid due to it leaking out of the containers stored outside on the shelf if left unsold long enough. Good quality HPDE Bucket is definitely more robust and resistant to leakage...could do 2 buckets one inside of the other as well for added security. But your idea would work just fine as well.
