It shiukd be. I purchased a new takeoff motor from a Hayward SuperPump 2 speed pump from my local pool store. He included the whole assembly minus the diffuser, which I pulled off the old one.

I tested the voltage and it's exactly as you said it should be. Looks like I'm good to go on this project.
