Need Help with Troubleshooting pool heater

Hello,

I have a K-Star 15 electric pool heater. Pool heater came with the house i bought. The previous owner must have had some electrical shorting in the terminal block. the block was all charred. I replaced the terminal block and rewired everything. Still doesnt seem to be working. Any suggestions for troubleshooting this?
 
Take out a multimeter and start tracing voltage.

Can you find a manual online?

Any wiring diagrams on an inside door?

Post pics of what you have.
