Need advice - overhead lines and easement

We are mid-way through our build and at electric inspection, city pointed to utility overhead line being potentially too close to the pool.

Utility line is 16ft high, pool retaining wall is 5.5ft to fence line, where overhead line runs parallel. There are pipes behind retaining wall that encroach the easement. We may need to raise the lines and need letter of no objection for easement. Pool builder designed the pool using our survey with easement info.

Is the power line and easement encroachment (from the pipes) the pool builder’s responsibility? Shouldn’t they have known about these limitations? How should I respond? Thank you in advance as this has been unnecessarily stressful.
 
That's covered in 680.9 (A) Overhead Conductor Clearances in the National Electrical Code.
