We just installed a new Hayward pump and sand filter 22-in and I'm wondering what the proper flow rate should be for the back wash. It's much lower than the jacuzzi brand prior. Could there be a problem when I installed the laterals if done incorrectly

Laterals installed incorrectly can pose a problem- usually with sand entering the pool.
I have no clue what the psi is when I’m backwashing, I have never paid attention.
If you’re getting pretty good flow & you can backwash until clear I wouldn’t worry about it.

The plumbing is incorrect.
The line from the pump goes to the top port.
The ports are labeled, but the labels are very difficult to read.

It does appear that you have it plumbed backwards as @JamesW said- can you confirm which filter & mvp you have?
