Mini Pebble - Should we ask for this to be redone?

Hello. We just had aqua white mini pebble installed in our pool 30 days ago. Followed instructions for start-up and brushed every day. This is what is looks like in the morning shade - should it be this blotchy and inconsistent? This is our second pool and our first looked much better 30 days in with the same color and same mini pebble. Is something wrong? What should we do? We haven't settled our final bill which included the plaster portion with the contractor and not sure I feel comfortable doing so yet. Thanks in advance for advice.

Tell him the final payment will be made when the pool is completed to your satisfaction and that you're not happy with the plaster finish.
