Maytronics 29V output voltage

Hi -- searched but couldn't find answer to my question. I have a Maytronics Active 20. The Power Supply is supposed to provide 29V. However, when I test with my multimeter, I'm getting 42V out. I have the "blue cord shuts off power supply when connected" problem so initially suspected just a bad cord.

I tried to check voltage from the power supply through the cord (after disconnecting from motor assembly) and same thing – the power supply would not fire up with the blue cord connected. That along would lead me to believe maybe there’s just a short in the cord. But I’m just wondering about power supply voltage – could that be a problem or is that normal and it’s really probably just a bad cord?

If I'm doing it correctly, I do believe I have continuity in the cord (with one probe in one of the connector ports, and one probe to either pin, get a reading of zero, so assume that means continuity?). Same result with either port and connecting to both pins -- get a reading of zero). That said, I'm not a trained professional so definitely appreciate any advice.
