Mastertemp 400 gas valve trouble shooting

My Mastertemp 400 isn't firing. After *much* trouble shooting I've learned this:

1) "24 VAC" to ground measures about 26 VAC
2) unattached to the gas valve, the voltage coming out of the Fenwal VAL terminal is about 19 VAC. I can measure this voltage into the control board, out the "gas" terminal and to the end of the wires dangling by the gas valve.
3) when wires are attached to the gas valve, the voltage "wiggles" but stays about zero (seems like a short)

So it seems like there's a dead short in the gas valve causing my issue, but I have two questions.

1) is the 19 VAC close enough or should I be concerned about that?
2) is it possible to refurb the gas valve (whatever that means) without completely replacing it? I'd like to avoid mucking with the gas plumbing.
