MasterTemp 250: Works on High Speed, not on Low or Spa Speed

28k 3yr old IG pool. All Pentair equipment. I've found that this year, when the VSF pump is on low (2000RPM), and there is a call for heat, the heater will start the igniter, which last for ~10s, then when it fires the burner, after 2-3s, it makes a rattling sound, and the heater burner shuts back off. This cycle continues. If, however, I have the pump on high speed (2700RPM), the heater runs fine.

I tried cleaning out the cartridge filters (even though I cleaned them end of season last year and the pool's only been open for 3 weeks - albeit w/ cottonwood and heavy pollen). Afterwards, I found that when operating in "Spa" mode, which sends water to jets in a buddy seat, but also ups the RPM to 3000, the heater was doing the same thing. It was then that I noticed that just before shutting down the burner, the temp readout on the heater would shoot from 87 (pool temp), to around 112, the burner would shutoff, and the temp would go back to 87 in 5 or so seconds. Seems the high limit switch is kicking off the burner, but do I have a bypass issue? Thermal regulator shot? Any ideas what's going on?
