Liner Wrinkles

We're just starting year three of our new pool. I sent pics to our pool builder and he said there wasn't really anything we could do about the wrinkles in our shallow end that popped up over the off season. I've tried using a plunger to move some of them, but to no avail. Should it really do this after such a short amount of time?

Edit: I tried posting pics, but it says they are too big for the server. Not sure how to fix that.

You need to resize your photos to a smaller size. Windows Photos or Paint can resize the images, also most mobile apps have the ability to resize as well. You could probable change the setting when taking the photos to make them smaller too. When have ones that are to larger, resizing them to 75% of original usually does the trick. I could not find the size (pixel or mb limit).
 
Where there wrinkles the first two years?

I am guessing water got behind/under the line and stretched it. After the water subsided the liner did not go back as it was and the wrinkles appeared.

Has something changed in the past year or two around you pool that is not allowing water to drain away from the pool and decking around the pool? or is downspout or something causing more water to run near the pool?

Are there high water table issues in your area? If so maybe some wells need to be put in around the pool to minimize the high water table and hydrostatic pressure around the pool.

You could probably get the wrinkles out by draining the pool enough to be able to move the liner around. What is the surface under the liner? if is sand you may end up with messing it up and having a lumpy bottom. Concrete, depending how rough it is might not be great trying to move the liner around.
