Liner wrinkles new install

I just had a concrete wall vinyl IGP installed this past month. There are at least 1/2 dozen liner wrinkles across liner covered concrete steps. Northeast / cold water and temps now. PB says they will go away, even if have to wait until spring. Wants full payment now. PB tried exposing steps and hot towels to warm up and manipulate liner with no success. Correctly measured and installed vinyl does not wrinkle in any temp. They ought to be able to release that area, and re-suction. In a pinch, a pair of toilet plungers could be walked across the step to smooth those out somewhat, but that's on him, not you.

Make him fix it now. Walking on the creases will mash it down and make it much harder to repair later.
 
My wife an I are having the same issues. We hired a pool contractor last fall. This summer he started and we ended up firing him. He wanted the second payment before the inspection was complete. He said the inspector was busy so I called him. Found out that he never file permits. We had a stop work order. We ended up contracting the work ourselves. We had wall and a footer and the pool equipment. This fall we contracted a liner guy to measure and install the pool. He was supposed to put in the liner in Oct. This got pushed back to Dec due to the concrete guy delays. The liner guy wanted to install the liner before the concrete. They got in to an argument. Long story short. I built a tent over my 16x32 foot pool. The install was
last Friday. Now there are wrinkles everywhere. The liner guy walked off the Job. Our old Pool guy is trying to fix the liner. He said it’s miss measure and we need a new liner. He said leave in the bad liner close the pool and start again in the spring. I’m starting to feel like this Pool is a never ending battle and money pit. Trying to figure out or options.
