Liner Gritty After SLAM

My total alkalinity is high, free chlorine is 15, combined is .5, water is clearing up but when I feel my liner on the walls it feels gritty like sand paper, I can scratch it off but it’s everywhere. What is the cause and is there a solution other than scrubbing. In ground 40X20, 33,000 gallons.
 
Sounds like scale.
You will need to lower the TA into the double digits, keep pH in the low 7's.

What is the CH of the pool water?
 
I have been using the SLAM method for years but this is the first year I’ve really struggled, my CYA is low, like under 10 low. I have been keeping my FC at 12-16, it just won’t ever clear up and I always have .5-1ppm CC. I’ve been slamming since June 10, I’ve gone through 40-50 gallons of shock maintaining that FC level.
 
I also have slightly conflicting data, I believe the Taylor CyA test, the dot is virtually sitting in clear water when I run it. But while I was waiting for the reagent refill I used some test strip I bought from the pool store and it shows high stabilizer. My pool has no noticeable scent of chlorine to it and doesn’t “smell like a pool” which I have noticed before when I open it, my combined chlorine is still present. Just seems like I’ve used a ton of liquid chlorine this year compared to years past
