LED Pool light fades out when turned on.

I think my pool light is an led light. 35w 12v rgb with remote control. It could be at least 7 years old. I recently purchased a house with a pool so I have no idea how old the light is. However, two years ago, two of the six colors stopped working. Now when I turn on the light nothing happens but once in a while a color dimly appears but quickly fades out to nothing. I'm most likely going to buy a new bulb and see what happens but I thought I'd ask to see if the symptoms could be indicative of something else other than a dying led bulb. Like do led's often go dim and fade out? I thought they just stop working period. Any other possible causes? Thanks for your input.
 
After finally investigating my pool light, (no longer working) I discovered that my cord had been spliced a couple of times. Once near the led bulb and further down the cord. It looks like a Hayward light fixture. It's a 12v system. Maybe it was converted to an LED bulb. I believe it currently has an LED bulb in it. I did not change it with a new one. I simply stuffed the light back in the cave and kept the pool light breaker in the OFF position. Likewise with the wall switch. In any event, I took some photos and now I'm wondering if I should replace the entire light system with a new one. Or simply replace the bulb. However, I'm not sure if the splice is the problem or the bulb. See pics attached. I didn't like the looks of the splicing. Doesn't look good to me at all. Any thoughts, suggestions? Thanx

The light fixture and cord need to be replaced.

 
Hi, I'm looking for opinions on whether or not the pics I've included lead you to believe that I have to replace my pool lighting system. I currently have an LED pool light and some time ago the light stoppped working. When I pulled out the lighting system to replace the bulb, I found this...see attached pictures. I have a 12V system. It appears the previous owner did some splicing -- in two areas. Is splicing wires a normal thing to do in matters of fixing lights and lighting systems? I don't know why he spliced them to begin with. Should I do a fresh cut and splice them together again? Hearing your past experiences in these matters are important to me. Replacing pool lights is very expensive these days. However, not as worrisome as getting electrocuted. Any recommendations? Can pool wires be safely spliced together? Thanks for your input.

Splices are never recommended for safety.

12 volts is unlikely to electrocute anyone. However, will you post signs advising that no one with a pacemaker or other medical implant should use your pool?

Be safe rather than cheap, and replace the light and wire.
