My pool light has a slow leak inside the light housing itself. I had pulled the old (new) light out that was damaged by water, cleaned all contacts and replaced the seal with a new one. Tightened the ring tight as I could get and still leaks. Any suggestions.
 
If that is a plaster pool, you likely have a "wet" niche and the fixture sets inside that niche but the niche stays flooded with water. Am I misunderstanding what you are trying to do?
 
Those pentair units usually seal easily. You need to take it apart and run your fingers slowly and carefully on the mating surfaces. If there's corrosion or a nick they can leak. I would grab plumbers lube it's like Vaseline texture and coat the gasket lightly and re install if the housing checks out. Gotta take it time and make sure it seals properly and you have the proper gasket as well. Can't tell you how many leaking lights had the wrong seal on them

That's an American Products fixture, Pentair bough them out many years ago, now sold under their name.
How old is the fixture? If you are absolutely sue the lens/fixture assembly is right and tight, water could be entering from where the cord enters the back of the fixture. It's epoxied in, but sometimes the epoxy cracks, allowing water inside. That's usually a 25+ year problem.
Did you lube the lens gasket?
I always have.
Except a while back, the gasket I bought (because the usual one was out of stock) specifically stated in the instructions to not apply any lube to the gasket. So I didn't.
Less than 2 days later, the fixture had 3 inches of water in it. Learned my lesson.
Been working pools since 1995. Lube the gasket.
