The air pipe on our spa dribbles water except when the jet pumps are running. The pump for the south jets does not prime at all. I have it apart in this picture and am waiting on a rebuild kit. The pump for the north jets primes but the water coming out sputters and is not a good pressure. Also, the aeration is almost non-existent. I will rebuild both pumps but I think there is a deeper problem but do not know enough about how spas work to figure it out.
