Jets in my spa aren't blowing

So I have hooked up my shopvac to the air intake and blown air through into the spa. 4 out of 5 seemed to blow good. But as soon as I unhook it it blows for a few minutes then stops. So I have removed the jets, fished around with metal clothes hanger, and reversed the shop vac and tried sucking out any debrit that might be in there.
Anyone got a suggestion?

Try draining the spa into the pool until water is below jets, then turn the jets on and watch the operation of each jet and see if one is plugged or blocked in some way. Depending on the type of jet it may or may not be easy to remedy. Picture of jets may help

This morning I drained the spa and then turned the return lined backon once waster level was below the jets. There is 5 jets and they all seemed to be throwing waster back into the spa just fine... Not sure why I can't get those jets to blow bubbles when its full?

Have they ever worked properly, if you can try blowing out with water below jets.

What type of filter do you have and has the medium been cleaned lately? I usually have low flow when my cartridge filter is dirty. I see that you have a two speed pump; are you running it on high speed when using the spa?
