Is this algae or dirt?

I’m in the process of draining 50% of pool due to high CYA over 100. The Pool water looks clear but I’m really not sure how to differentiate between algae and dirt. The “dirt” clumps are only on that small section in the shallow end. I also added a picture of the steps. The plaster has green discoloration….should I be worried? Is this what algae looks like? We’ve never dealt with algae before. I do plan to SLAM when we refill.

Is the green area slimy? That would be algae. If not, it is likely a metal stain. Could be copper.
 
Not if is a stain. The plaster looks pretty rough. Might be time to start budgeting for a replaster.
