Is there a "Rough" Algae?

Hey folks, 8 years following TFP method.
I'm in Canada so I partially drain the pool and let sit uncovered over winter. Late fall and early spring, I usually shock a few times with Cal Hypo - the water is cold but still goes green a few times before I actually get around to opening it for the summer. I just let the dead algae sit on the bottom as part of these shocks as the plumbing can't be full of water due to freezing.

I've SLAMed for 2 weeks. Water has cleared mostly but not fully clear. I've added a few rounds of Filter Clear, which has had expected results on sand filter pressure and water clarity.

Now that I can see the bottom, I'm seeing most of the bottom of the pool(vinyl liner) has an orange-ish hue. I didn't think much of it until I went swimming for the first time and the whole bottom of the shallow end is rough to the touch. The roughness continues several inches up the sides, but not very far. The roughness on the walls scrubs off with a dish scrubbie but the bottom doesn't seem to budge. It seems to me like where the orange is, is where it's roughest.

There are a few pockets of denser orange/brown that I was able to scrub off, but the stuff on the liner through most of the shallow end won't scrub off.

Is there an algae that is actually rough to the touch? Or do I have a scale issue along with an algae issue?

I haven't shocked at Mustard Algae levels yet - pool party for the kids tomorrow, after which I'll be ok to take action one way or another.
