Is the top of skimmer housing supposed to be sealed?

We typically don't keep our pool that high during the summer season, but during Spring when the pool is still closed, rain water usually brings the water level high enough that it may run off from the gap in the picture. Is this by design or would it risk eroding the soil support around the pool?

Not sure about vinyl pools, but every gunite pool I have seen, the skimmer is imbedded into concrete. There is no gap.

In general, you don't want water going where it's not supposed to go. So I'd probably seal that gap with something to prevent water getting back there and flushing out the dirt (and leaving even bigger holes where holes shouldn't be)!

And being in MA any water getting back there in the winter is going to freeze and create even more problems.

Something like this? Wouldn't I then need to seal the top of the collar extension? It is concrete wrapping the skimmer sleeve.
