Is my GPM too high for pool heater?

I have a pump (cannot adjust RPM) that is pumping around 150GPM to my 5000 gallon pool. I have a 110V 20K BTU water heater that says it’s minimum GPM is 23. It doesn’t give a maximum but I’m not seeing any lift in temperature. Is my pump running too fast for it?
 
What makes you think your pump is actually pushing water at 150GPM?

What pump, what filter, what other equipment?

What model heater?

Show us pics of your equipment pad?
 
Your 20,000 BTU HP can heat your 5,000 gallon pool at 1/2 degree per hour at most. If the air is cold you can lose most of that heat.

Is your pool covered?

The manufacture specification of 6950 GPH (115 GPM) is the pump runout flow rate (i.e. max flow rate at end of the head curve). However, most pumps on typical pool plumbing will run at about 50%-80% of the runout flow rate depending on the plumbing head loss.

That is called marketing puffery.

Making the specs look better then they actually are.
