Is it ok to start filling above ground oval pool (j hook liner) before putting the top rails back on?

I tried to install 25x15 oval liner, but didn’t have it clocked correctly. Filling it, the wall where the liner was too tight started to collapse. I was hoping the liner would stretch, but collapse occurred first. I removed liner and am preparing sand again. For my next attempt, it is ok if I see how it’s filling before assembling the top pieces? Thanks!
 
So, in my efforts to replace my liner, the walls have come out of the tracks and collapsed in half of my pool. I’m worried that this pool is now destroyed. Before I try to get the walls back in the track and standing again, are there any tips I need to know. 3 of the support poles have also come loose and now seem useless. I’m worried.
 
from your other post it does kind of sound like you might have the wrong size liner. can you measure it? do you have help? have you done this before? when we put up a liner pool back in the day we tied clamps to the edges and back to a fence to help stabilize the walls and had 5 or 6 people helping.
