Intermatic timer T104 stops turning when pump switched to off

I noticed the problem that our pump was turning off but never back on again. While the pump is running from the manual switch being turned on, I can see in the back that the gears are turning to move the timer. However when the pump is turned off either manually or by the timer reaching the off pointer, they stop.

I have wires attached to the 1, 2, 3, and 4. I measured voltage for all of them 120V while the pump is both on and off. I'm not exactly sure how the wiring is hooked up, but have an image below where the bottom comes from the breaker and the right goes towards the pump.

Any help with what I should do is appreciated!
 
Terminals 1 and 3 are the line terminals from the breaker.

Terminals 2 and 4 are the load terminals to the pump.

The clock wires are the little white wires going to 1 and 3.

You have 3 and 4 reversed.

Take the wire that is on 4 and put it on 3 and the wire that is on 3 goes to terminal 4.
