Is it possible with the digital input on the i/o board to activate one of the speeds without any automation system? I would like to use a low voltage button close to a jacuzzi to start the pump through a timer relay set for a certain amount of time.

Yes. You need the relay control board, wire Vout through switch to the speed input you want to run with the switch.
