Installer left glue and cement on fiberglass surface

Above the waterline we have random areas of glue(?) And concrete left by installer. I'm guessing the part about glue only because I can peel it off and it's somewhat rubbery. In addition to these 2 problems we have white streak stains coming from under coping.
It's a beautiful blue pool but the glue and cement keep it dull above waterline
