Inconsistent pebble install - would like your opinion

I had my pebble installed recently and specifically upgraded to a color to have minimal dark specs in the pool (arctic white). They ended up installing pebble and it’s super inconsistent in the pool with areas that look nothing like the pebble I upgraded to and more like the standard color (white diamonds) with a bunch of dark specs.

They are currently offering 2 solutions - 1 is to fix the Baja shelf where the difference is most noticeable and the other is a refund of the amount I paid for the upgrade plus an additional $300 to just deal with what was installed.

I want them to fix the entire pool to be what I paid for, as I care less about the money and more about getting the look I wanted originally, but so far they are only willing to fix the Baja. I attached a photo of the step attached to the Baja, which is just as bad.

My spa and approximately 1/3 of my pool look to be mostly the right color, but the remaining 2/3rds of my pool is inconsistent and looks more like white diamonds. Does it look terrible? No, because the colors are similar… but it’s not what I wanted and not what I paid extra for. I’m really disappointed and wondering if anyone has gone through this and what they were able to do about it.

If the 1/3 pool was done with one material and the remaining 2/3rd with a different material, I'd be livid and would demand they do what they were originally contracted to do (that's what an enforceable "contract" is for)!
