IC40 failure diagnosis

Hi,
I put in an Pentair IC40 last summer and everything has worked fine until yesterday. It has blown the 10amp blade fuse. I replaced it, and as predicted, it blew the blade fuse again almost immediately. This unit is less than a year old and is used in a northern climate (5 month season). Is there a way to test with a multimeter whether it's failure of the power supply or failure of the unit itself? I ask because the power supply and the IC40 were purchased separately through 2 different pool supply companies. The inside of the IC40 is still spotless and looks almost new.

Most of the time when the fuse blows it is the cell, but you can hope...

Disconnect the cell and see if the fuse pops.

If it does not, then you can measure the AC input to the Surge (power supply) card. It should be about 28 Volts AC. If ok, measure the DC output going to the cell, which should be 30 to 40 volts DC.
