We have owned and maintained our pool for the past 4 years. This is the first year we are having a problem. We have a soft sided Best way Power steel 36x16 pool. Little background, we completely emptied our pool this year because we had to move it and level it better as it was sinking on one side. Completely scrubbed and cleaned the pool and started filling it. Got it filled out in the necessary chemicals to open it up, tested our water everything was good. Few days later what we thought was dirt accumulated on the bottom we vacuumed it. When emptying it we found what looked like very small maggots! 
We have sinced SLAMed it and vacuumed again. Seem like they keep coming back. Seems like less now maybe, but now sure. I don't know what to do it's been 2 weeks like this

It might be a stretch to think this is directly related to your water chemistry, but to be safe it might be a good idea to see a full set of water test results.
