The pool is 16 x 32 and has not been used for approx 5 years. The landlord doesn't have much knowledge of caring for the pool as his previous tenant took care of it for 20 years! He has clearly stated he does not want to deal with it but will be willing to make repairs to the liner or equipment if necessary. I have never cared for a pool and need some basic questions answered. The pool water is down 2 1/2 - 3 feet. I will be hiring someone to come out and open the pool and I assume they will check the status of the pump, filter, lines, etc, for operational use. They will also add the first start up chemicals needed. Should I have a pool fill company fill the pool prior to the techs coming out to remove the cover and complete the pool opening? I remember when signing the lease he said there were 4-5 spots where the liner needed to be stretched? I don't even know what that means. Any information would be greatly appreciated.

Yes, water level should be 1/2 way up the opening of the skimmer.

However, with the water down 3 feet, there is likely a leak in the liner. With 5 years of no attendance, water should be overflowing in CT.
Is there a cover on the pool?
Is there a fixture on the pool wall where the current water line is?
