How to patch this correctly before plaster

Ok I know this is last minute, but plaster goes in today around 2pm pst. There is some small cleanup left, drill holes, and exposed rebar that needs to be patched prior to quartz going in. So what is proper way to patch this or fix it so I don't have to worry about rust coming through the plaster. I want to be sure PB fixes it correctly.

Patch it with hydraulic cement.

Work the patch behind the rebar well and work fast that way it'll lock behind the rebar and not fall out.

Ok all done. Here is Krystalekrete Verde...still curing obviously, but such a wild color! Can't wait until it is acid washed to expose the quartz and color pebbles we put in. Will update sometime next week.
