How to fix pipe leak in fiberglass pool

I'm out of town for the week, but my wife noticed our pool (inground, fiberglass) was leaking quite a bit, and more when the pump was running. She had a leak service come today and they found a leak on a jet line. Said it was just a couple inches from the pool wall, close enough they could put their finger on it. They told her it's the worst place it could be since it's under the concrete decking.
Now keep in mind, I haven't seen it, but it seems to me like there would be a way to sleeve the pipe from inside the pool or do something else instead of tearing out the decking.
I'll be home Sunday, but was hoping to start here with some ideas and education.

If the leak-detection person was sure that the leak could be felt from the pool, this may work. Might be worth a try. I have no experience with them.
