How high FC is safe for swimmers? Water still a little cloudy.

13,000 G, plaster pooi, liquid bleach (first year), CYA-50, PH 7.7, TA 180, CH 220, FC 10.2, CC 0.2.

I started out slamming at FC-10 earlier in the year, maybe didn't get slammed cause going back and reading SLAM recommendation of FC - 20 if CYA is 50. Back then I must have been getting a false CYA reading cause it wouldn't even measure on the CYA test (Taylor K-2006). I've been running FC at about 10 and CC at .2 for a few days but water stays slightly cloudy.
Anyway, two questions. I am expecting to kick it up FC = 20 and see if it clears up.
At what FC level is the pool unsafe to swim in?
Also, when things have cleared up and leveled out, about how much 10% bleach should be needed (daily) to keep things level at. say FC=7? I'm just wanting a ball park value to make sure I've got my head screwed on right.
I've been running at FC 6-7 for a couple of weeks with CC 0.2-.4. it's been taking about 2-3 quarts a day of 7% bleach (tested).

It sounds like you have been under-dosing for your attempt to SLAM. This will certainly prolong a SLAM and in fact is just sort of wasteful as you're not getting on top of the algae before it reproduces.

If your CYA is 50, slam at 20ppm of FC FREQUENTLY! As often as necessary to keep it up there which will speed up your results.

While you are doing a SLAM you can swim safely *up to SLAM level* (for you, 20) but only if you can see the bottom of the deep end. That is a safety measure. I'd also suggest not wearing your newest speedo just to limit its exposure to chlorine.

THen once the pool is clear and clean of algae, your daily FC requirement is 6-8ppm which allows the sun to burn off its daily "tax" and hopefully you'll never drop down below the minimum of 4ppm which is when algae could join the party.

You may notice that once your pool is cleared up of algae it doesn't take quite so much liquid chlorine to maintain it. You'll judge that by your frequent testing. Don't forget you can use PoolMath to tell you how much to add.
