I cannot get my FC down or my CYA
I have done a partial drain 12"-18" three times, turned off my chlorinator and my last water test shows:
Free Chlorine 15.79
Total Chlorine 15.94
CYA 144
everything else tested good. I have shocked twice with a non chlorine shock and wondering if I should use a chlorine reducer or just drain my pool completely and start over? Thoughts? Thank you

Welcome to TFP.

You need to drain 50% - 60% of your pool to get your CYA down around the recommended CYA 70 range for a SWG. Partial drain of a few inches is not going to make much of a dent.

What model SWG do you have?

How many gallons in your pool?

Your FC level is not a problem with that CYA level. Even with CYA 70 you would be same to swim up to FC 28.

I suggest you read ABCs of Pool Water Chemistry and learn about our FC/CYA Levels and Recommended Levels
