Customer bought a house with a 40k gallon pool and the pool is green. Previous owner was using tab feeder and cya is at 300. I replaced 48 sq ft de filter with a 500lb sand filter. 2 days in and 14 gallons of chlorine later there’s been little improvement. Is backwashes and vacuuming to waste the only way to lower cya to make this process quicker?

Any pool with CYA of 300 *and* algae is going to require a massive exchange of water. With a vinyl lined pool one should not drain below about 18" in the shallow end, lest the liner shift.

After the water has been replaced with fresh CYA free water a full set of tests should be run, levels tweaked and a SLAM process will need to be done to kill off any remaining algae spores.
