If it is 100ppm, you will just need to maintain the FC above 7ppm. Also realizing that if the FC > 10ppm, the pH test is in accurate.

The real problems start if you have to go through the shock process, because then you need to maintain a FC level of almost 40ppm.
 
Yes it's to high. You'll have to use a lot more chlorine to stay at proper levels.

It would be best to fix it. Take a look at chlorine cya chart in pool school.
