I can't understand why my hayward power flow lx's skimmer basket is not filling up and if it does it surges and go's back down I have enough de and I I let the air out of the filter and it still doesn't fill up, I also want to be able to untighten a fitting but it's too tight how do I get it untighten I've tried a rubber glove or rag

Failure to prime and surging sound like low water level in the skimmer. Make sure the pool is halfway up the skimmer opening and that the flapper doesn't stick.

If that fitting is on your filter, it probably has a bad O-ring. They shouldn't need a huge amount of torque to snug them up. Channel-lock pliers will unscrew the nut, and then you can check the two mating surfaces and be sure there's an O-ring in place and it isn't split or deformed.
