Help with pool pilot nano

I have a pool pilot nano, while checking volts on the main board through the diagnostic section will mostly show 3 volts. If I unplug the cell cord from the main board and plug back in it will start running at 15 volts and chlorine production will start. I replaced the cord a few days ago, old cord was worn and corroded. New cord is doing same. What should be checked next? Cell or main board?
