Help replacing spa side remote switch

Hey guys. So I tried to remove my old (no longer functioning) Jandy spa side remote switch. It snapped, as you can see in photo 1 below. The hole for the switch was filled with mortar, thus explaining why it wouldn't budge. I broke up the mortar, but the bottom part of the switch (the post) is still stuck. It looks like the last 1/2 inch of the post was inserted into a PVC pipe and perhaps cemented in place (it won't budge - whoever installed this really did not have a replacement in mind).

Any recommendations on removing the bottom part? Not a ton of room to work with unless I want to chisel out more brick. Use a mini torch to heat the inside?
